Detective Harvey Bullock is a supporting character as well as an antagonist during the first season of Batman: Caped Crusader. He served as the secondary antagonist of the season (alongside Arnold Flass). Bullock is a corrupt ex-detective of the Gotham City Police Department. He is now incarcerated at Blackgate Prison.

Bullock was a corrupt cop working for the GCPD, while informing for mob boss Rupert Thorne. He and his partner, Arnold Flass are considered by many to be the two worst cops in Gotham.

Bullock is greedy, corrupt and hot-headed. He doesn't seem to care about the safety of his fellow officers or the people of Gotham as long as he can achieve his goals.
Bullock is also shown not to have any remorse about killing people just like when he shot Firebug, who was unarmed after his flamethrower ran out of fuel and he was willing to surrender.

Bullock has a mustache. He wears a grey fedora, a grey suit, a white shirt and a red tie, as well as blue pants. He is obese and typically has a slovenly appearance.
